An environmentally sustainable, affordable housing complex will be built on a city-owned parking lot in Mott Haven.
The city’s Department of Housing Preservation and Development (HPD) announced this week that the dank parcel at 351 Powers Avenue will become Powerhouse Apartments, with 90 apartments, a theater, community space and a workforce development center for young adults to learn construction and landscaping skills.

The project marks the latest push by Mayor Eric Adams administration’s 24 in 24 plan to convert two-dozen parcels of publicly owned land into affordable housing, to offset a citywide shortage.
Powerhouse is the fifth project the city has announced so far as part of the mayoral initiative, following similar announcements in the Crotona Park East section of the Bronx, Long Island City in Queens, Inwood in Manhattan, and Prospect Heights in Brooklyn.
“High-quality, electric-powered affordable housing is the future our city needs and what this project aims to provide,” said Deputy Speaker of the City Council Diana Ayala, whose district includes Mott Haven.
The complex will be run by electric power and will meet Passive House standards, conforming to a pilot program led by the Mayor’s Office of Climate and Environmental Justice for new housing complexes. That initiative looks to combat the increased temperatures and precipitation that climate change is causing, through the use of heat pumps, light-colored materials, an airtight building envelope, angled windows, solar panels, green roofs and vegetation.
Some apartments will be set aside for older residents and the formerly homeless. Affordability levels will range up to 80 percent of the city’s area median income level.
Collaborators on the Mott Haven project include Lemle & Wolff Development Co., HELP Development Corp., and True Development New York, LLC. In all, 12,000 new affordable homes are anticipated through partnerships spearheaded by three city agencies: HPD, the New York City Economic Development Corporation, and NYCHA.
The city has not yet announced anticipated construction dates, but anyone interested in applying is encouraged to visit NYC Housing Connect online for information about current affordable housing lotteries that are open to the public.
